Genan Houston → Liberty Tire

Genan announced on July 16, 2026 that it had entered an agreement to divest its Houston recycling plant to Liberty Tire Recycling. The plant is identifiable at 18038 Beaumont Highway; the unresolved question is how facility-level regulatory/operator records will reflect the successor state.

What the public record shows

Genan's own announcement identifies Liberty Tire Recycling as buyer and gives the Houston plant address. Independent federal workplace records also resolve Genan Inc. to the same 18038 Beaumont Highway site, strengthening the exact-site identity.

The evidence currently proves the corporate transition and the facility. It does not prove that a permit transferred, that Liberty Tire is already the regulated operator in every program, or that any authorization is missing.

Evidence boundary

This is intentionally a bounded successor-authorization question. Corporate control, operating control, regulated legal entity and program authorization may change on different timelines. Sentinel will not collapse those layers into a presumed permit-transfer conclusion.
